American Rheinmetall and Harbinger: the US Army’s autonomous logistics effort has more than one supplier

On 31 July 2026 American Rheinmetall — the US subsidiary of the German group Rheinmetall AG — announced it had been awarded a US Army contract for the Project Sustainment effort: uncrewed, hybrid-powered ground vehicles built to carry supplies autonomously to the forward line of troops. The release — republished identically on both companies’ sites — describes an eighteen-month contract, awarded through an Army consortium, bringing in Harbinger, a Californian commercial electric-vehicle maker, alongside two lesser-known names, Forterra and Primordial Labs. One thing the release does not say, reported by another outlet four days earlier: American Rheinmetall is not the only company chosen for this programme. It is one of five.
Who Harbinger is, and why the Army opened the door
Harbinger started life as a commercial vehicle manufacturer. It launched publicly on 8 September 2022 in Los Angeles — headquarters later moved to Garden Grove, California, in September 2023 — with an electric platform for Class 4-7 vehicles: vans, cutaways, work trucks. It has grown through three increasingly large funding rounds — $60 million in September 2023, $100 million in April 2025, $160 million in January 2026 (the latter co-led by FedEx, which is also a customer) — and began serial production in April 2025, with Panasonic Energy as its battery cell supplier; by October 2024 it had already announced $400 million in customer orders, including Bimbo Bakeries USA and THOR Industries. Founder and CEO John Harris previously led hardware engineering for Anduril’s first product, the Sentry Tower — a detail Harbinger itself features in its own releases.
The pivot into defence is recent. On 25 February 2026 Harbinger acquired Phantom AI, an advanced-driver-assistance company, and signed a licensing agreement with ZF. On 10 June it launched Harbinger Praesidia, its line of uncrewed ground vehicles for military use — logistics, tactical communications, troop transport, perimeter security, counter-drone operations — built on the same plug-in hybrid chassis as its commercial vehicles. The same day, In-Q-Tel, the not-for-profit strategic investor for the US national security community, joined as an investor (the amount was not disclosed, as is usual for IQT). The June release described Praesidia as “autonomous ready” but, above all, “designed to be fully teleoperable through Harbinger’s proprietary in-house API” — a vehicle driven by a remote operator, not one that decides for itself. That line matters for the next section.
Project Sustainment: five companies, not one
On 27 July 2026 — four days before the Rheinmetall-Harbinger release — The Defense Post reported that the US Army had selected five companies to develop medium-sized autonomous robotic platform prototypes for tactical logistics: American Rheinmetall, AM General, Carnegie Robotics, HDT Robotics (the BLADE brand) and Stratom. The programme absorbs the earlier M-MET effort, itself an evolution of the “robotic mule” S-MET already fielded with units: the stated goal is to keep soldiers off the most exposed resupply routes, with field trials expected in early 2027. One competitor, BLADE, is offering the Dire WOLF, a six-wheeled hybrid derived from its WOLF-X: the same competition, told by a different company. The Rheinmetall-Harbinger release names none of the four rivals, nor the fact that the contract is not exclusive. That is the announcement, not the substance.
The terms: eighteen months, not two — and no vehicle count
The official text, reproduced identically across both companies’ releases, describes eighteen months awarded through the National Advanced Mobility Consortium (NAMC), with no stated value and no vehicle count. American Rheinmetall is prime contractor; the team includes Harbinger (platform and hybrid power), Forterra — which already works with BAE Systems on the AMPV armoured vehicle and which Bloomberg has valued at over a billion dollars — for autonomous driving capabilities, and Primordial Labs, whose Anura voice interface has already been covered by Defense News and Axios. The only quote in the release is from Jim Schirmer, VP of Sales & Marketing at American Rheinmetall: “This award expands American Rheinmetall’s growing portfolio of uncrewed ground systems within the U.S. market and reinforces our position as a leader in ground robotics and autonomous technologies […] Project Sustainment directly supports the Army’s modernization priorities by delivering autonomous load‑handling and transport capabilities that increase readiness and reduce the burden on Soldiers.”
One trade outlet, Truck News, instead reports a two-year contract for four vehicles, plus a quote from John Harris absent from the official text duplicated by both companies. The longer duration and the vehicle count are not confirmed by any primary source: we flag them as press reporting, not verified fact.
What “autonomous” actually means here
The release says the vehicles will “autonomously transport supplies to and from the forward line of troops” with “minimal human intervention,” citing voice control as an enabling feature. But the autonomous driving is not Harbinger’s: it is Forterra’s. Harbinger supplies the hybrid chassis and — by its own description of Praesidia, published just seven weeks earlier — an architecture designed for remote operation, not for driving itself. In this contract, genuine autonomy is a layer added on top of a commercial platform built for teleoperation: the distinction between a “teleoperated vehicle” and an “autonomous vehicle” — already central to this series’ coverage of Archer and Anduril’s Halo — holds here too, and the release does not resolve it: it describes a team outcome, not the level reached by any single component.
The corporate structure: who American Rheinmetall really is
American Rheinmetall is not a separately listed company: it is the single brand under which Rheinmetall AG (Düsseldorf, Frankfurt Stock Exchange) has operated in the United States since 21 February 2025. Before that, two distinct histories existed: Loc Performance Products, a vehicle specialist based in Plymouth, Michigan, acquired by Rheinmetall for an enterprise value of $950 million — deal announced in August 2024, closed on 29 November 2024 — and renamed “American Rheinmetall Vehicles”; and a pre-existing entity of the same name tied to Army programmes. On 21 February 2025 the two merged under the single name “American Rheinmetall,” with no impact on the group’s legal structure, according to the release at the time. The relevant US structure is American Rheinmetall Defense, described on the group’s site as the central coordination point for the two operating companies — American Rheinmetall and American Rheinmetall Munitions. Neither is publicly traded: only the German parent is.
What it means
The case shows a multi-tier procurement model that Europe does not automatically replicate: a defence prime — here, the US arm of a European group already covered in this series over drones and missiles with Anduril — assembling a commercial vehicle, autonomous-driving software and a voice interface, three companies with three contracts and three distinct lines of responsibility, for a programme open to just five competitors through a national consortium. For anyone assessing autonomous systems in Europe, the lesson is not “buy the same platform”: it is that qualifying one requires checking every supplier in the stack — who drives the vehicle, who powers it, who commands it — not just the prime contractor’s name on the release.
The operational lesson
- A release that names no competitors does not mean there are none: before reading an award as exclusive, check whether the programme has other winners.
- “Autonomous” can describe a team’s output, not a single component’s capability: ask which company drives the vehicle, which powers it, which commands it.
- When two sources give different numbers for the same contract — eighteen months or two years, no vehicle count or four — treat the higher figure as unconfirmed until it appears in a signed document.
Anyone who has to qualify a critical subsystem — an autonomous-driving module, an operator interface, a platform supplier — needs a control that keeps every supplier’s paperwork together and ready for inspection, not a press release. It is the standard behind every architecture we build to stay verifiable: a control that runs on the client’s own documents and systems — supply-chain traceability, verification of declared autonomy levels, supplier qualification — with the trail ready to produce. And it is the same system that ties an organisation’s scattered data — defence, public administration — into a single operating model, on which AI agents execute decisions with an operator in command: on-premise on self-contained machines that need no deep integration into the client’s network, or on a dedicated cloud with data centres in Italy, always with shared management — the client should not already need in-house staff to administer AI systems.
